    Job Description / Primary Objective Denver's Department of Transportation and Infrastructure (DOTI), through its employees, enhances the quality of life in Denver by efficiently delivering effective, high quality, safe and equitable public infrastructure and services, including transportation planning, design and construction; major projects, maintenance of streets, bridges and storm and sanitary sewers; residential trash, recycling and compost collection; and oversight and regulation of use of the public right-of-way including on-street parking.     The Department of Transportation (DOT) includes a planning, design and build team focused on Denver’s safety, mobility and transportation initiatives for pedestrian, bicycle, transit, freight and vehicles. In 2018, Denver voters passed a charter amendment creating the Department of Transportation and Infrastructure. In approving this measure, voters “better equipped DOTI to address our neighborhoods’ mobility needs, reduce congestion and take on the gaps in our transit system,” as stated by Mayor Hancock in November 2019. DOTI will maintain a focus in equitable transit solutions to advance the Denver Moves Transit plan by improving safety, increasing mobility options, managing and mitigating congestion, and addressing climate change.

    This team leverages local and regional stakeholders to develop long-range transportation plans to support the implementation of projects, programs, and services.     This is a unique opportunity to work from cradle-to-grave on important, diverse, and dynamic transportation projects that help with the infrastructure of Denver’s needs.

    Key job duties and responsibilities include, but are not limited to, the following:

    - Provide support for PM/Engineer/Inspector staff who designs and delivers transportation projects from multimodal smaller projects/programs to complex multidisciplinary projects
    - Ability to support and mentor staff with alternative project deliver, workload tracking and assigning work
    - Team development, provide performance expectations and innovations
    - Multi-year program management (sidewalks, bike lanes, signals, etc.) and overseeing Program Leads to assist in developing work plans, cash flows, and reporting
    - Responsible for development and establishment of the six-year capital plans
    - Assist with One Build (Citywide project opportunities overlay) coordination and decision-making related to project prioritization, programming and selection of projects​
    - Cultivate outward, collaborative relationships as a representative of DOTI to strengthen City reputation
    - Communicate annual work plans to employees and ensures employees are focused on the work plan and achieving performance standards
    - Resolve operational and management issues, makes decisions that are inclusive of multiple perspectives and solves underlying problems
    - Represent the work area(s)/division in meetings with elected and/or appointed officials and other city entities. Serves as a city representative on various committees
    - Create and administer work group procedures and recommend and implement process improvements and policies for work group(s). Approve or recommend for approval requested variances
    - Develop goals, documents performance, provide performance feedback and formally evaluate the work of the employee; provide reward and recognition for proper and efficient performance. Assist staff to achieve performance standards and identify opportunities for continual improvement to performance standards
    - Resolve escalated employee and citizen complaints
    - Assist with development of budget recommendations for operating and capital expenditures

    Our ideal candidate will have:

    - Skills as a leader that understands/knows how to lead and develop their staff with excellent communication skills
    - Local Agency experience working with both RTD and CDOT to deliver grant funded projects
    - Program management experience in fast-paced, dynamic work environment
    - Experience delivering complex multi-discipline projects and programs that may include additional transportation related components like signals, sidewalks, street reconstructions, and bike lanes.
    - Working with or in a municipality setting to achieve high quality, safe and equitable public infrastructure and service outcomes.
    - Experience working with a large team and being a lead managing employees and project deadlines
    - Ability to work diverse staff with different levels of expertise and work styles and accomplish department goals
    - Budget management experience for department operations and annual reports
    Requirements (Education, Level of Experience, etc.)

    Education: Bachelor's Degree in Engineering or Architecture

    Experience: Three (3) years of senior engineering or architecture experience

    License/Certifications: Requires a valid Driver's License at the time of application

    Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application

    Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation

    Licenses and certifications must be kept current as a condition of employment

    Education/Experience Equivalency: No substitution of experience for education is permitted
    Additional appropriate education may be substituted for experience requirements
