    The Project Delivery Administration (PDA) – Infrastructure Project Management team has an opening for a Senior Manager. This position is a key leadership role within the eighty plus member team comprised of three main infrastructure related missions: Interagency (Facilities, Parks, Arts & Venues, etc.), Bridge, and Environmental (Storm, Waterways, Sanitary and Water Quality). As a Senior Manager, you will be part of the direction and outcomes associated with the various mission-based capital infrastructure projects, programs, systems and processes that support this Division’s various goals and implementations.

    An important role of this position is to lead program level initiatives and perform strategic management and guidance for the capital programs under this Division’s purview to ensure high quality, repeatable results. You will also help move forward a strong organizational culture built upon four key principles: (1) Invest in Our People, (2) Operate with Discipline, (3) Use Data to Drive Decisions, and (4) Deliver Results.

    Key job duties and responsibilities include, but are not limited to, the following:

    • Manage strategic program goals and ensure alignment between the PDA, DOTI, and the City and County of Denver.

    • Create tactics to achieve mission-driven objectives, program targets, and use data-driven metrics to measure performance.

    • Leading the development, implementation and continual improvement of cost forecasting models and strategic department overlays to support thoughtful project delivery that is on time and on budget.

    • Identify program gaps, develop implementation strategies, innovate, and lead optimization efforts for Infrastructure sub-programs (i.e. Interagency, Bridge and Environmental missions).

    • Lead the development and establishment of the six-year capital plans.

    • Use data-driven systems and tools for both operating and capital program expenditures to support the Group Director in annual budget cycles and inform budgetary decision-making related to the Infrastructure missions.

    • Assist with One Build (Citywide project opportunities overlay) coordination and decision-making related to project prioritization, programming and selection of projects.

    • Lead City Council, Mile High Flood District, Army Corps of Engineers, and other major stakeholder communications that support the current and future direction of various programs.

    •Support Group Director, PDA leadership, and other agency leaders with timely and effective communication, collaboration, and problem solving across all DOTI departments.

    •Cultivate outward relationships that strengthen City reputation.

    •Supervise and provide performance management for assigned staff and teams.

    Our target hiring salary for this position is between $116,707.00 - $151,719.00, and is based upon education, experience and qualifications.

    About You

    Our ideal candidate will have:

    •At least 6-years of direct experience managing project and program implementation teams in the area of heavy civil construction.

    •Strategic and innovative abilities within the Infrastructure space to engage a large multi-faceted organization toward different ways to deliver programs while aligning organizational objectives.

    •Background of proven success working in a lead role developing effective systems for complex heavy civil construction projects and programs that include facilities, bridge, green infrastructure, storm drainage, sanitary sewer, and waterway components with the City and County of Denver, equivalent municipality, or with a private consultant.

    •Experience implementing cost and scheduling related measures across varied disciplines associated with complex infrastructure program implementations to achieve high quality, safe and equitable public infrastructure and service outcomes.

    •Experience and positive outcomes managing large teams toward a strategic, high profile, program goal through use of a cooperative and well-rounded approach.

    •Ability to manage large diverse team’s daily operations including policies, procedures, systems, objectives, services, and application of proactive corrective measures or course corrections as necessary.

    •Skill with complex multi-discipline projects and programs that may include additional transportation related components like signals, sidewalks, street reconstructions, handicap ramps and bike lanes.

    •Positive outcomes working with diverse groups of employees, stakeholders, political leaders, community leaders, public, and private entities through the use of strong communication skills.

    Requirements (Education, Level of Experience, etc.) We realize your time is valuable so please do not apply if you do not have at least the following required minimum qualifications:

    Education: Bachelor's Degree in Engineering or Architecture.

    Experience: Three (3) years of experience at the type and level of Engineer-Architect Supervisor.

    License/Certifications: Requires a valid Driver's License at the time of application.
    Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application.
    Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
    Licenses and certifications must be kept current as a condition of employment.

    Education/Experience Equivalency: No substitution of experience for education is permitted.
    Additional appropriate education may be substituted for experience requirements.
